Napsbury Fields are owned by Fairview Homes (previously by Rialto Homes) and the recent activity is seen as a prelude to a formal application being lodged with St. Albans City and District Council to develop residential property.
A previous application by Rialto Homes some 15 years ago was rejected after a public hearing on the grounds that it is an area of green belt which is preventing the coalescence of the southern perimeter of St. Albans with the northern perimeter of London Colney.
